Question What are good ways to Decorate?

My Wife is a little confused on how to decorate.
She is used to having a yard to plant flowers, and use pretty fences and neat stones.
But we are now living in a huge house that was turned into two apartments, and we live in the second one, (Top Floor)
We have a wrap around porch, and that is really it,
The only yard space we have in right by our steps that lead to the ground.
Out downstairs neighbors are NOT nice people, and will not let us use the yard.
Any Ideas?

Sounds like the problem is not the decoration but the apartment or home setting you are in. If you want your own yard decorations having your own home might be good? We had neighbors is our first home who were like that and we just could not get through to them.
Finally they moved and the new home owners are great!
